Declaring that “No horse is too dead to beat.”<\/p>\n

Providing additional funding to increase the horse’s performance.<\/p>\n

Doing a cost analysis study to see if contractors can ride it cheaper.<\/p>\n

Declaring the horse is “better, faster and cheaper” dead.<\/p>\n

Forming a quality committee to find uses for dead horses.<\/p>\n
